Not like it will ever happen, remember when a few other states tried to 'exit'? I don't think there is a single statement here that is correct. Tax their exports? lol, we have NAFTA and are actively pursuing free trade with Vietnam for heaven's sake. I'm pretty sure texas would fall under one free trade agreement or another.
