because they had no idea who was shooting who ANYONE WHO WAS SEEN WITH A GUN WAS TO BE DETAINED.
"Trained" or not.
Waste of time and resources, added to the confusion, and frankly, dog lucky under extraordinarily chaotic and fearful times that law enforcement was disciplined and restrained enough to not end up shooting anyone of these people.
