Noriega condoned the killing of a couple US servicemen so Acting against him had some justification. We had no right to attack Saddam Hussein. Long long ago nations wisely decided that nations should be sovereign within their borders. Wars because another nation had the wrong religion or acted badly internally cost vastly more than their benefit. Same with Duterte. If he wants us out, fine.
