Wow - you think the judicial and legislators in Chicago would come up with better ways to deal with the people they KNOW will be responsible for this violence (and victims of it).

<1400 people in a city of 2.7 million are responsible for 80-90% of the violence...AND THE POLICE KNOW WHO THEY ARE! There on a frigging list!
