It takes congress to do that. As far as I know, the senate did not repeal the filibuster at the start of the new congress (which is when they can do it with a simple majority vote). Hence, the democrats can easily filibuster anything outrageous like killing medicare. I also think there are plenty of republicans who also wont vote for that since their constituents would not accept it.

I would not rule out significant cuts to it further down the road however.
