Once they get the idea that they won't be able to get their talking points out without answering direct questions, they'll change their ways. They'll have no choice.

Anyone who thinks they'll choose not to appear if this is done doesn't know how politics work. If you can't make your party's points in front of a broad viewing audience, you're down to standing on a soapbox on a corner somewhere, yelling at passersby. They crave the airtime - so the media can make the rules.
