No, they are not earning $6/hr, they are retired.

They are in Mexico because they can stretch their retirement dollars further there, and live in relative comfort and can even afford servants.

For $6/hr in Mexico, you can live a middle class life, reserved for the upper classes in the US.

It is ridiculous to gauge success, and happiness by a single number with no context whatsoever.
