There are no circumstances currently that would allow such a mobilization. It wouldn't survive the first hearing in any Federal District Court. Trump is overstepping his authority if he tries this.
Here's the problem: any such raids would catch up many U.S. Citizens. Every one of those would have standing in federal court to seek an emergency injunction. I'm sure the ACLU lawyers are already preparing their lawsuit filings.

You may want to look at the 1950s and 1960s, or the first president, who led troops in the field.
