his numbers finally started dipping.

Looking back I think the economy was a bigger issue in that race than anyone realized. It was seen as a foreign policy election at the time. People still supported the Iraq War at that point. But I think that a lot of people were turning on Bush's economic policies even back then. Amazingly, when the election was over Bush claimed a mandate to privatize Social Security.
