I've been considering similar reasons. There's a lot of Comey dislike here but I don't think he's a stupid man. How could he not get caught trying to influence the election for Trump? Always felt there was a lot going on that we did not know about.

Now with the revelation that the investigation started last year, your theory makes a lot of sense. He was appointed by Barrack Obama, whose judgement is surely not that wrong.

Of course Comey thought Hillary was going to win. We all did.
