This is purely selfish on their part. Normally they would go along. But they have heard from their constituents, this will cost them in 2018 if it goes through and their people lose their healthcare. Trump has it all wrong because he lives in an alternate reality where everyone hates Obamacare and just loves the idea of him winning, so he tells them not ramming it through will cost them. It won't, the polls show only 17 percent of people support Trumpcare and people are afraid. So they are voting in their own interest, they don't want to lose their seats.

I never expected this to stall in the House, myself, I fully expected the Senate would have to shut this down. That is evidence of just how badly they have fucked this up. Then they make it worse by gutting it to appeal to the Tea Party and make it impossible for the moderates to support it.
