Rudy is part of the NYC group. And look at the common money source for both him and Flynn.

Tillerson was brought in for two specific reasons: one, if he can lift the sanctions, it allows his "old" company to complete its Russian deal; and second, to reduce the State Department's influence. And the State Department provides the "official cover" for CI agents.
