It's all on the up-and-up, and allows people who are extremely busy in the first part of the year time to get all their paperwork in order.
When he started teaching at the local college he played the game differently. Because the paychecks only came in during the teaching season, he had as much taken out of his paycheck as possible, thus giving us a summer "paycheck" in the form of a tax return.
All 100% legal.

The deadline was May 15, he didn't file on May 15. Instead he filed for an extension.

I believe he's the only one to miss the FEC deadline. But up to 90 days can be extended.
