The ASSumed the ship was unsinkable so they provided far fewer lifeboats than needed for the number of passengers... and they ASSumed the ship was unsinkable, even after it was listing badly in the water.

And let's not forget - and this is kind of important - that the majority of the people who died were 2nd and 3rd class passengers.
