He's laying groundwork of being picked on and exhausted. I just hope his resignation doesn't slow the investigation into the rest of his cabal.

I too think this may happen very soon. There's not any active legislation that he cares enough about to fight for anymore. He's got no reason to stay there and be everyone's punching bag.

His use of repeated bankruptcies shows that he is familiar with strategic surrender.
