12. China doesn't want - and doesn't need - a Nuclear war. They don't want North Korea bombed.

I'm not one bit a fan of China's regime, but I do understand their culture some. They're losing face in the world - the worst thing that could happen to their nation's honor and self-imagebecause of North Korea's current actions; if they could control that country, they would.
This is all North Korea's Kim Dynasty, with maybe a bit of push from Russia, because a destabilized China is a benefit to them.
Kim III started acting up and pushing his missile programs during the primaries in response to rhetoric against their country, how our "Big, Strong, Grownup" Drumpf was going to punish China for currency manipulations and North Korea for being North Korea.
Like typical bullies, Drumpf and his people want someone to bomb to look strong, and North Korea is one of the few countries in the world that wouldn't get any support when Drumpf wanted to play "Big Boy on the Playground". So of course Kim would ramp up production. Anyone with a modicum of knowledge of the history of the area would realize that.

And anyone with half a brain in their heads rather than up their asses would make sure that Kim would be left enough alone so that he wouldn't be in such a gawd-damn hurry to show he's not afraid of anything and that the U.S. can't be the boss of him.

Where is Richardson when you need him? Hell, at this point, I'd be cheering on Dennis Rodman...
