"Ricky Barber, 30, and his fiancée displayed the flag outside their Plattsburgh home earlier this year, and their neighbor — an NPR reporter — asked them to explain why they displayed the Civil War flag so far north in Union country."

That was the second sentence in the article, clearly attributing the article to the NPR reporter.

If you have an issue with that I suggest you take it up with Raw Story. Funny thing, articles from Raw Story have been properly posted here for years and I don't recall anyone complaining about them before.
