3. For liberal voters, a red state might not be very attractive

You could just as well convince a few guys from California to move to low population red states, they're eligible to vote, too.

Maybe there should be plans to "take over" some towns / neighborhoods and have a liberal community there to eventually take US senate seats. But you need local businesses to offer jobs in order to do that, or lots of money for handouts.
