That is probably why people are reluctant to sign up for it, especially if you don't know anyone wherever they send you . Whereas you know you will have food in the shelter.

It takes some time to get a job and your first paycheck. And it costs transportation money to get to a job. I guess they want people to starve while they walk around looking for jobs.
