This will not go into effect until 2019, that is, after the 2018 elections in which Dem's are likely to succeed. They won't have enough time to put a stop to this.

If we roll this back for 2020, then "Democrats raised your taxes!". If we don't, then deficits rise and its "Democrats are tax and spend liberals"...despite not taxing. They've conceded the next two battles...but preparing for well after that when memories start to "dim"
