In TN it's ignored and the thieves who fail to pay their workers are honored as good businessmen. In fact farmers specifically hunt for immigrants who speak very little English and who aren't so smart.

One farmer I heard complaining that all his workers were deported and he couldn't find anyone to work for him in the hay fields. Of course he never said that he didn't pay minimum wage and worked his employees round the clock until the field was finished.
