or the overall question being presented, not the particulars.
Can the executive branch circumvent the will of the legislative branch?

Can President Obama not deport those here illegally (I say yes) and give them residency status (I say no) when congress has not authorized that action?

Can President Trump stop spending money on enforcing the clean water act (I say yes) and grant new dumping permits for industry (I say no)?
