I've read now they are saying a contractor mistakenly put hydrogen peroxide in the water

As a certified swimming pool tech, I'm baffled how or why hyd/peroxide was used here

Exactly. Worked as a lifeguard a couple of summers, and arrived a few mornings with green water.

I suspect that the issue is high copper content in the water that is being oxidized by the chlorine.
