14. What would pressure the FBI

What would pressure the FBI to allege a conclusion to close the case when many other cases, both higher in profile and using much more manpower, are still being pursued?

Additionally, there is no pressure for the FBI to close any cases outside of political pressure-- as the heads of the organization are appointed rather than elected might be the case with a local DA.
