But this could have happened as staffers tried to "complete" incomplete forms that could not be submitted to the registration offices.

However it happened, it is pretty bad when registered voters find out their information has been changed without their knowledge, and an investigation is warranted.

Sometimes this sort of thing happens as youthful over-enthusiasm; sometimes it is more organized. The investigation now seems aimed at figuring out if it is organized.
