The original forms that caused the investigation were apparently detected by the registration clerks rather than IVRP. So somewhere the process failed (the invalid forms were apparently checked with the real voters).

I don't think this is purely political.

Varoga, who is neither LE nor part of the government, cannot possibly know what he is saying. I am not accusing him of anything; the officials who do this know all about such errors. Nor are they right wing, necessarily. For example, the county clerk of Marion:
