June 30 / July 1 is the day that medical students become residents and residents become attending physicians. That means they are interviewing for those jobs now.

If the VA can't interview, then they could lose out on an entire years worth of residents and attending physicians, which could be really, really hard to replace.

Match day is Mar 17, so...
