it was put into immediate effect? It's almost like this was just sitting there waiting for a signature and boom - we start closing borders. It is reminiscent of the Patriot Act - being written and ready - just waiting to be put into effect if we had an incident like 9/11.

I'm interested in opinions on this from DUer's.
