He was required to go to the men's side, just as if he had attended an Orthodox Synagogue. Women and men are separated for the same reason girls and boys at parochial schools are separated -- to prevent distraction.
The Western Wall is not under control of the Israeli government. It's controlled by a private religious, organization.
If you visit, you follow the rules of the private religious organization.
Would you also insist on wearing shoes at a Mosque?
