Be that as it may. South Korea had almost as many civilians killed as the Chinese military. Which country do you think fears a war more. As far as the shelters go, most do not even have a sign so people can find them. Now for the North Korean batteries aimed at Seoul, you are right. South Korea, North Korea, China and Russia, none of them wants a war. I put in Russia because it has a border with North Korea and if there is a war it has to decide whether or not to enter the war probably will depend on the safety of that border. The US should also not want a war. The North Koreans could get lucky and take out a US city. The US missile defense does not work well in a test when the system operators know where and when the missile will hit. If missile has countermeasures it's going to hit its target. Japan has the same problem with its shelters which are from WWII. They don't even repair them any more. Lastly, the belligerent talk on both sides is not helping.
