Senior officers, Pentagon staff, DOD officials... you know, ass kissing sycophants.

The same ones who push for shiny new toys over care for personal, manpower cuts while at the same time push more more time in the field doing missions (not that they are the ones that ever go out and get dirty/sweaty/bloody).

High ranking fuck-wit officers, along with some high ranking sell-out enlisted people.
