Wray isn't stupid, but obviously is willing to lie for his bosses. He has no knowledge that Russia won't hack the voters roles to remove Dems or won't hack the actual votes to remove x% of all Dem votes. This hasn't been investigated from 2016 because drumpf wants to keep it a secret so Russia can do it again and again.
