They do need to learn the ropes and make productive recommendations and legislation based on what procedures they are learning. Don't get me wrong, I'm as much against fossil fuel consumption as the next environmental activist, but railing against the system is anti-productive when you are in elected office. Build coalitions and start drafting bills that support your stand. Change will happen, but they are no longer the protesters on the line, they are now legislators who will draft the proposals that will bring about that change. It is all about teamwork and using the system, not about who has the loudest voice (although that has it place on the floor at times).
