Trump says he’s going to declare a national emergency to build the wall and therefore doesn’t need Congress’s money any more, so the shutdown can end. He gives McConnell permission to vote on the House bill in the Senate, it passes with massive bipartisan support, and he signs it.

Then he makes some bullshit toothless presidential proclamation that says the wall is going to be built, tells his base that he’s declared an emergency and that the military will begin building he wall any day now, and tries to take credit for ending the shutdown.

Plausible?
