iF he did not leave the scene of the crime and did his best to help the victim.

Horrible mistake with enormous consequences for all involved, but probably no ill intent toward the victim.

If he has served his community well up to that point, and taking into account that he has a family to support, maybe requiring him to do considerable presentations to high school drivers about the dangers of drag racing would be more useful than spending years in jail.
