He made hush payments that should have been reported and were not. He even signed checks!
And that's without considering Cohen's testimony.
And that's just one issue.
Mueller may have punted on indicting higher ups than Flynn because of thorny legal issues and thus may have pushed the remaining stuff in to the lap of the Department of Justice.
Rod Rosenstein is still technically overseeing the investigation, even if Barr is AG. Remember how this week or last it was suddenly stated that Rosenstein would be staying on for a few weeks, length of time undefined.
