13. The vote was an historic low turnout.

Only 32% voted. In 1983 when Harold Washington was elected the first Black mayor the turnout was 82%. Ironically the only wards in the city which had good turnouts were the white wards. The Hispanic ward where I working for the Board of Elections had a 14% turnout.
