The importer pays the government the tariff and then charges the consumer the cost of the tariff. So the importer pays the government and then gets his money back from the consumer so actually, it is a tax on the consumer even though the consumer does not pay the government directly. The Democrats have got to make that very plain to the people that they are being taxed.
