How does he find all these people? Private investigatory network over the last 25 years? Did Vlad contribute?

And WHY would he choose these people?

Because he can control them. He has something on them. They won't waver in loyalty lest they be exposed.

This seems a pattern now. It can't be coincidence. It can't be random. He doesn't enjoy hanging out with these people. So there is another reason.
