WV News, July 2019. Smith, who was born in Charleston but was raised in Texas, graduated from Harvard and went on to study at the London School of Economics and Political Science.

For the past six years Smith served as the executive director of the West Virginia Healthy Kids and Families Coalition where he oversaw anti-poverty initiatives, community improvement projects and efforts to expand health care coverage for children and families...
