(4,516 posts)I worked for the County of Santa Barbara in the Behavior Wellness dept until I retired in 2016.
The money for homelessness is limited and cant possibly do all that you are talking about.
The services you talk about come from counties and private non profit organizations.
Warming shelters are not opened until there are consecutive nights of freezing temperatures. At that they are seldom filled.
If the homeless qualify for Medicaid(Medical in CA) they can get some medical treatment and mental health services. That was mostly for children until the ACA and Medicaid expansion.
The world of homelessness in CA is nothing like you describe.
The facts are in the Homeless Management Information System HMIS which was put into practice some years ago.
