They all need licenses to operate in a state and here in PA, they'll just pull their licenses.

Here in Philly, the nation's largest mall owners ("Simon Property Group" ) had one mall that was defying the closure and our mayor Jim Kenney - literally during his presser a couple days ago after being informed that the Philadelphia Mills Mall was still open - publicly said that he was sending the police and Licenses and Inspection to the Mall to shut them down. Within minutes of them hearing that, the started hustling people out of the stores.

PHILADELPHIA (CBS) — Philadelphia Mills mall in Northeast Philly closed at 7 p.m. Wednesday after the city asked the police department to shut it down. The mall remained open despite a city order that nonessential businesses need to shut down by Monday to help stop the spread of COVID-19.

City officials criticized the mall Wednesday afternoon.
