with the author, Maggie Haberman. She said because Navarro is obsessed with China, some advisors thought the memo had more to do with Navarro's anti-China bias than anything else. The inference was that this was a reason the memo might not have been taken as seriously as it should have been. Haberman thought because of the chaotic communication channels in the WH, it was entirely possible Trump hadn't seen it.
