28. My take

Other Dems from Wisconsin on this board will disagree with me, but my independent thoughts:

In 2010, Walker had better messaging than Barrett. Enthusiasm gap - Tea Party for Walker, Barrett didn't motivate Dem voters (I did a write-in). Same election, Republicans took control from the Democrats both branches of the legislature. They have the Senate since, but at times a slight majority.

In 2011. failed to recall the Governor. Too many people felt the recall process wasn't warranted.

In 2012, the legislative boundaries were re-drawn, in secret by the party in control, to the point it will be years if not decades for the Dems to win it back.

In 2019, the liberal backed Supreme Court justice didn't run the best campaign and lost to a weak opponent, despite being favored to win.

Good news, in 2018 the Democrats won all four statewide Constitutional offices. Just need to court the rural vote (ie kitchen table issues such as school funding and health care funding).
