So, if these are IS-folks, are they in conflict with the Taliban too? I wonder, if the US and allies do ever manage to fully pull out of Afghanistan, if that country will devolve into a Syria-like civil war.

I would hate to be the person/people who have make decisions on this stuff, because it seems like every decision will have huge negative consequences. You take action and people die. You don't take action and people die. No wonder every president (real presidents, not Trump) look like they age 30 years in such a short period of time.
