This wasn't just a matter of losing his temper and cussing someone out. He stated "I will destroy you." That was a threat.

That he couldn't handle this emotional pressure, despite working in a brand new administration that has hardly been road-tested yet, means he's really not cut out for this job. Recognizing that he needs to do something else isn't "condemning".
