14. I know the House side has a specific Committee that deals with that

(I believe the House Administration Committee which is separate from their Rules Committee), so it's interesting where the Senate shoe-horned that function. I'm more used to watching House hearings than Senate since the House has the "power of the purse" and working for the government as many years as I had, I made sure to watch/listen to their budget and appropriations hearings (along with Oversight, etc)...
