They seem to be comparing hypersonic weapons with ballistic missiles. Any hypersonic weapons to which I was exposed were for missions/targets that were not in the ballistic missile profile. For one thing, the warheads were vastly smaller. The ranges tended to be shorter as well. And generally they were intended to be launched from mobile platforms.
