12. How much of those gaps were simply because they didn't fit Trump's photo ops?

I am wondering if the instruction from Trump was to first finish sections where news media etc could access easy, where there were not too many other distractions, obstacles. Thus they didn't do it systematically, but left gaps where it would be not as noticeable or just take longer because of the terrain.
