...to force a low turnout special election just a year prior to the 2022 primary elections. Many folks may not vote thinking that they can just vote in the primaries so why bother going to through the trouble of voting in this weird off election.

For Republicans, this is their only realistic chance to win the Governorship, which is by throwing millions of dollars at signature gatherers to to force a $400 million recall election.
